The City of Port Colborne is responsible for distributing drinking water to properties within the urban area. The City's Water Distribution System Infrastructure Needs Study (WDSINS) uses information such as watermain breaks, water quality issues, maintenance issues etc. to create a list of projects that will improve the drinking water in Port Colborne. This list of projects is used to forecast the annual water budget in the 10 year Financial Plan, which sets the baseline for the annual water rates.
