The Integrity Commissioner is responsible for providing elected officials and members of the public with advice, general information and guidance around the following in accordance with sections 223.3 to 223.8 of the Municipal Act, 2001:

  • The application of the Code of Conduct for members of Council and the Code of Conduct for members of local boards.
  • The application of the City's procedures, rules and policies that govern the ethical behaviour of members of Council and of local boards.
  • The application of Sections 5, 5.1 and 5.2 of the Municipal Conflict of Interest Act to members of Council and of local boards.

The Integrity Commissioner will report directly to Council. The Integrity Commissioner is required to preserve secrecy in all matters that come to his or her knowledge in the course of his or her duties. At the same time, the municipality is required to ensure that reports received from the Integrity Commissioner are made available to the public. The contact/contract administrator for the Integrity Commissioner is the City Clerk and/or their designate.

Informal inquiries

If you identify or witness behaviour or activity by a member of Council or a local board that you believe is in contravention of the Code of Conduct or Municipal Conflict of Interest Act, you may informally address the concern as follows:

  • advise the member that the behaviour or activity contravenes the Code of Conduct;
  • encourage the member to stop the prohibited behaviour or activity;
  • keep a written record of the incidents including dates, times, locations, other persons present, and any other relevant information;
  • if applicable, confirm to the member your satisfaction or dissatisfaction with his/her response to your concern;
  • consider the need to pursue the matter in accordance with a formal complaint procedure detailed below.

Formal inquiries

If you identify or witness behaviour or activity by a member of Council or a local board that you believe is in contravention of the Code of Conduct or Municipal Conflict of Interest Act, you may formally address the concern as follows:

  • All requests for a formal inquiry to be conducted by the Integrity Commissioner shall be completed by filling in the Request for Investigation Form and submitting it to the City Clerk. Include the following information on the form:
  • a concise explanation as to why the issue raised may be a contravention of the Code of Conduct or the Municipal Conflict of Interest Act;
  • the nature and background of the occurrence including dates, locations, names, and contact information for any witnesses of the event;
  • any and all evidence in support of the allegation;
  • any activities taken (if any) to resolve the concern;
  • any other relevant information; and
  • an original signature
