Notice of Study Commencement

What is this study about?

The City of Port Colborne has initiated the Water and Stormwater Master Servicing Plan Study. The Study will:

  • Review the existing condition and performance of the current water and stormwater systems.
  • Consider the impacts of population growth on the water and stormwater systems.
  • Identify and assess strategies for meeting existing and future water and stormwater servicing needs.
  • Establish an overall management strategy and vision for meeting short- and long-term water and stormwater infrastructure needs through to the year 2051 and beyond.

The City will use the Water and Stormwater Master Servicing Plan’s resultant Capital Program and Action Plan to inform future water and stormwater system capacity allocations, infrastructure upgrades, and financial planning decisions.

How is this study performed?

This study will be performed as a Master Planning Study, satisfying Phases 1 and 2 of the Municipal Engineers Association Class Environmental Assessment process (October 2000, as amended in 2007, 2011, 2015 and 2023), which is an approved process under the Ontario Environmental Assessment Act.

Get Involved

Key audience input is a critical part of the Master Planning Process. The City of Port Colborne encourages its residents, businesses, and other interested parties to participate in the development of the Water and Stormwater Master Servicing Plan.

You may provide comments, questions, and concerns to the project team at any time during the study. Two Public Information Centres (PICs) will be held throughout the study.

How to Participate

The City of Port Colborne will be posting information about the Water and Stormwater Master Servicing Plan on this project website on a regular basis.  Additional project notices will be advertised in the Welland Tribune newspaper and mailed (or emailed) to potentially impacted residents, businesses, Indigenous Communities and other key audiences. When the study is completed, a copy of the Water and Stormwater Master Servicing Plan report documenting the study process and recommendations will be available for public review and comments.
