Public washrooms, Farmers Market, and Centennial-Cedar Bay Beach set to open in Port Colborne

With the province’s announcement of Niagara moving into phase two of recovery on Friday, June 19, 2020, and with the recent onboarding of seasonal staff and summer students, the City is continuing with its safe and gradual recovery from the COVID-19 pandemic. The City’s next phase includes the opening of select public washrooms, the Farmers’ Market, and beach access at Centennial – Cedar Bay Beach.

Public washrooms

By Friday, June 19, 2020, residents will be able to use the following public washrooms:

- Harbourmaster building on West Street;

- H.H. Knoll Lakeview Park; and

- Centennial Park/Cedar Bay Beach.

Washrooms will be open from 8 a.m. - 8 p.m. until Labour Day, and 8 a.m. – 3:30 p.m. between Labour Day and Thanksgiving.

Signage will be posted at the entrance of each washroom facility with reminders for physical distancing, proper handwashing/hand sanitizing, and one-person occupancy limits to help limit the spread of COVID-19. Public washrooms are to be used at your own risk, however, in accordance with public health guidelines, washrooms will be cleaned twice per day, once in the morning and once in the afternoon.

Farmers’ Market

On Friday, June 26, 2020, the Port Colborne Farmers’ Market will reopen in Market Square, located in downtown Port Colborne. The market will be open every Friday from 6 a.m. – 1 p.m. until Thanksgiving.

Since the Market’s closure due to COVID-19 significant consultation between City staff and Niagara Region Public Health has taken place to ensure best practices and safety measures are implemented for vendors and customers.

The Market will open with the following Public Health recommendations and guidelines:

· There will be a reduced number of vendors (twenty) to allow for physical distancing and will be spaced six feet apart;

· Only essential items will be sold. Food businesses and agriculture businesses are considered essential workplaces under the Provincial Order;

· No food preparation or cooking will take place on-site. Food will be handled by the vendor only;

· All items sold are to be consumed off-site;

· Controlled access to permit limited numbers to enter;

· Customers may use reusable shopping bags for their purchases, as long as they are maintained in a clean and sanitary manner, and are handled by the customer only;

· Hand wash and/or sanitation stations will be located throughout the market and at the entrance and exit points;

· Vendors are required to perform a self-assessment on the day of the market; and

· Since City Hall remains closed to the public, those requiring access to washroom facilities can use the Harbourmaster building located on West Street.

The Market will have one entry point and a separate exit point off Charlotte Street. The flow of attendees will be controlled to ensure proper physical distancing and attendees must keep at least two metres (six feet) apart at all times.

Centennial – Cedar Bay Beach

With the opening of the public washrooms at Centennial – Cedar Bay Beach access is also open for residents as of Friday, June 19, 2020.

Attendees are reminded to continue to practice physical separation. Cedar Bay Beach is not staffed and attendees are to use at their own risk. While the tennis courts at Centennial Park are open, the playground remains closed due to provincial guidelines.

Niagara Region Public Health will begin beach testing this week, however, results will not be posted online until Friday, June 26, 2020. Beach water testing information is also available through the beach hotline at 905-688-8248 ext. 7789 (or 1-888-505-6074). A reminder for attendees that the unsafe for swimming warning signs are no longer posted onsite at the beaches.

City staff are finalizing plans to open Nickel Beach safely and will be making an announcement in the coming days.

Anyone taking advantage of these spaces is to follow the best practices as outlined by Niagara Region Public Health to limit the spread of COVID-19 in our community. These include frequent washing/sanitization of hands, physical separation, avoiding touching of shared surfaces, and staying home if displaying symptoms or having been in contact with cases of the virus.

By-law enforcement will continue to enforce gatherings larger than 10 people on City/public property, dogs off-leash, and anyone using closed park amenities. To report to the By-law department, email bylawenforcement@portcolborne.ca
