Port Colborne Operations Centre
The City of Port Colborne maintenance operations are currently carried out at two locations: the Central Operations Facility at 11 King Street and Parks Division at the Port Colborne Arena at 52 West Side Road. In 2008, the City undertook a Study of the facilities and has determined that these facilities are undersized and will require upgrading in order to meet the current and future needs of the City.
As a result, in 2012, the City decided to design and develop a new Operations Centre, replacing the two existing facilities and centralizing the maintenance operations (Parks Department and Public Works yards) at a new location. This new Operations Centre will be the most cost effective solution to serve the City and the community better with ongoing operation maintenance.
In August 2015, the Corporation of the City of Port Colborne and PRISM Partners Inc. invited submissions from qualified, professional Contractors to complete the construction of a new Operations Centre located at “The Island” just North of the existing Fire Station (No.3 KILLALY Street West) at the intersection of MELLANBY Avenue (Regional Road 3A) and KILLALY Street West (Regional Road 5) in the City of Port Colborne, Ontario. The Pre-Qualification closed in September 2015 and were reviewed to select 7 contractors to bid on the tender for the Operations Centre.
The detailed design of the facility including tender documents were finalized in early March 2016. The documents were released to the seven (7) pre-qualified General Contractors on March 15, 2016 and the tender closed on April 19, 2016.
The Base Bid pricing of tender submissions included for all construction and re-instatements related to the Operations Centre project including the Engineering Area (formerly referred to as “shell out” expansion) not including the finishing work for the Interior of the Engineering Area. The tender submissions were reviewed by the City’s Consultants, PRISM and they prepared a Recommendation Letter recommending an award to the low-bidder, JR Certus Construction Co. Ltd.
The tender pricing submitted by JR Certus Construction Co. Ltd. was found to be complete in all aspects, with regard to specifications, details and format. The proposed duration of the project as submitted by JR Certus Construction Co. Ltd. also meets the expected timelines proposed by the City’s consultants for the construction of the Operations Centre.
In following the recommendation of PRISM, Staff recommended that Council accept the lowest priced tender as submitted by JR Certus Construction Co. Ltd. of $10,115,000.00 for Project #2016-12, to allow the City to enter into an agreement with JR Certus Construction Co. Ltd. and to initiate construction as soon as possible.
On May 9, 2016 Council of the City of Port Colborne awarded the Operations Centre Construction to JR Certus Construction Co. Ltd.
Work at the New Operations Centre site has begun. The site is being cleared and the entrance to the site is constructed.
The Operations Centre is expected to be constructed by the summer of 2017. The City’s Engineering Department will also be moving into the new Facility to accompany the Roads, Parks and Utilities Divisions of Operations.

Prequalification of Contractors
Request for Prequalification of General Contractor – The City of Port Colborne Operations Centre
The Corporation of the City of Port Colborne and PRISM Partners Inc. are inviting submissions from qualified, professional Contractors to complete the construction of a new Operations Centre located at “The Island” just North of the existing Fire Station (No.3 KILLALY Street West) at the intersection of MELLANBY Avenue (Regional Road 3A) and KILLALY Street West (Regional Road 5) in the City of Port Colborne, Ontario.
The City has authorized staff to begin the design and development of a new Operations Centre that will replace its existing facilities. This project is for an Operations Centre that will serve Public Works, Parks, and Utilities departments. The facility is approximately 3981 m2 and comprises of three main structures, two of which will house the administrative staff and related support spaces, stores, mechanic bays, along with large and small truck storage. The third building is a “salt dome” that will serve the roads department with salt & sand/salt mix.
Engineering & Operations Centre – Construction Continues!
The construction of the Engineering & Operations Centre has been progressing very well since the start in May of 2016. Below is a quick summary of the work completed to date:
· Earthworks is ongoing. Stripping of topsoil is complete;
· Foundation for the Wash Bay are complete, Administrative Building and Salt/Sand Building are nearing completion;
· Underground services are underway;
· Structural steel erection is planned to commence in September.
The project is on budget and ahead of schedule as the Contractor is pushing to have the buildings enclosed prior to the winter season.
The City's Works Yard is no longer deemed to be adequate for the present operations and Council has agreed that the feasibility of a new facility be investigated, through presentations made at Strategic Planning and budget deliberations. Presently Philips Engineering Limited has completed an Environmental Assessment Study for a new Port Colborne Operations Centre. The Environmental Assessment recommended that a new facility be constructed in the Stonebridge Drive - Port Colborne Industrial Park site. Currently City Council is reviewing the feasibility of constructing a new site and is investigating funding opportunities.
