Public Notice | Property maintenance in Port Colborne during COVID-19 (Revised May 4, 2020)

As the spring weather arrives, we know that maintaining Port Colborne remains important during the COVID-19 pandemic.

Residents are able to continue to conduct select property maintenance efforts on their own, including lawn/garden bed maintenance, and repairing fences. While planning projects we ask that residents be mindful of compliance with the Ontario Building Code, the City’s municipal Zoning By-laws and all relevant applicable municipal and provincial regulations.

To help stop the spread of COVID-19, there are temporary changes to waste collection, including yard waste. Three bags / cans of yard waste will be collected on your collection day. There is also restrictions on leaf and yard waste at the landfill / drop-off depots. Looking to hire a business to work in your yard? Here is some clarity about lawn maintenance, landscaping, and construction businesses:

Landscaping and Lawn Care Businesses

Landscaping and lawn care businesses are permitted. This provides for all landscaping services, including lawn maintenance, landscape construction and driveways.

Maintenance and Construction

Services considered essential include construction of fences, landscape steps, granular driveways and sidewalks for buildings. Construction of pools are also permitted where a pool permit has been issued.

As per the provincial regulations, some construction is NOT permitted until further notice. Examples include construction of sheds, detached garages and carports, and decks.

Businesses with questions about the Provincial list of essential businesses and services can continue to call the Province’s ‘Stop the Spread’ Business Information Line at 1-888-444-3659.

A reminder that under current provincial orders, all non-essential businesses are required to remain closed, outdoor park amenities remain closed and City parks/trails are for walk-through purposes, and public gatherings of more than five people are prohibited. Residents who are concerned with individuals or groups violating Provincial emergency orders can report them by emailing the By-Law Division at bylawenforcement@portcolborne.ca. Outside of normal business hours, contact Niagara Region’s dispatch line at 905-984-3690 or 1-877-552-5579. Do not call 911.

City’s Essential Services

The City is also continuing to deliver other essential services such as water, sewer, road and core infrastructure, as well as construction deemed critical. The City will continue to maintain our buildings, cutting grass in parks and sports field to control weeds, overgrowth, and ticks. This will also allow the City to open these facilities more quickly once emergency orders are lifted and ensure no additional costs are incurred to bring parks and fields up to appropriate standards.

The City is safeguarding municipal staff by taking a series of measures to limit contact between employees and the public, and minimize exposure to COVID-19. The City takes the safety of our employees seriously and regularly consults with the Ministry of Labour and the regional, provincial, and federal public health agencies.
