Olde Humberstone - Main Street Area Community Improvement Plan

Main Street CIP

The Community Improvement Plan for the Olde Humberstone Main Street Area was prepared in 2008 by LANDinc in association with Meridian Planning Consultants Inc. and AECOM Engineering.  The document outlines a detailed strategy for revitalizing the Olde Humberstone Main Street Area which includes a 25-year vision for Main Street which is based on the following goals:

  • Main Street will become a vibrant, attractive and walkable community.
  • The Olde Humberstone Village Core should be a memorable place for both residents and visitors.
  • Main Street will become a focal point for tourism.
  • Main Street will employ Sustainable Design Principles.

Based on public and staff consultation and input, and analysis of existing conditions, the strategy provides background studies, and urban design plan and economic opportunities for this corridor to revitalize itself.

Financial Incentives

An important component of any Community Improvement Plan are financial incentive programs that are offered to eligible property owners as a means of promoting private investment and change.  The incentive programs contained in the City of Port Colborne Olde Humberstone Main Street Area Community Improvement Plan represent a comprehensive framework containing a range of programs that are designed to stimulate local redevelopment by addressing identified critical needs.  The financial incentive programs are primarily directed at the private sector and are designed to encourage private sector remediation and rehabilitation, adaptive reuse and construction activity on brownfield sites within the CIP project area.

Eligible property owners should ensure their proposal is in keeping with the applicable Urban Design Guidelines and that they are in fact eligible for incentive funding under the City's program.  The application for the financial incentive programs can be found below.  Please read all instructions carefully and fill out the application completely.  Failure to do so could result in a delay to your funding approval.
